YMS Management Services Inc. (“YMS”) is the payroll agent/administrator for New York City’s Administration for Children’s Services ("NYC/ACS"). The contractual agreement for the prepaid card product is between Amalgamated Bank and YMS. Providers who contract with NYC/ACS, may agree to receive compensation for their services via a prepaid card, rather than via direct deposit to an existing bank account. Amalgamated Bank is the distributor that issues the prepaid card to a cardholder as well as the program manager who establishes, markets and operates the prepaid card program. Amalgamated Bank has outsourced prepaid card processing to Fidelity National Information Services Inc. ("FIS") and they are responsible for areas such as prepaid card set-up, activation, value load, security, and resolving Regulation E dispute claims received from cardholders.
