Attorney Advisor

Summary

The Consumer Financial Protection Bureau’s Legal Division is seeking highly qualified attorneys with at least three years of experience to serve as Attorney Advisors in the Office of General Law & Oversight. The incumbent provides confidential legal/policy advice and representation primarily in either labor and employment or procurement law and may also provide advice in other general law matters. We are currently recruiting experienced attorneys at the CN-53 to CN-71 grade levels (equivalent to GS-13 to GS-15).

Labor and Employment Duties and Responsibilities Include:

• Provide confidential legal and policy advice in the areas of labor and employment law, with an emphasis on labor negotiations and associated work.
• Provide legal representation in labor and employment matters including participating in labor negotiations and serving as or assisting the Bureau's representative in labor arbitrations and litigation in administrative forums such as the EEOC and the MSPB, and Federal Courts.
• Draft and respond to motions, pleadings, and other legal filings, handle all aspects of discovery, present oral argument, examine and cross-examine witnesses, and conduct negotiations in labor and employment matters.

Procurement Duties and Responsibilities Include:

• Provide legal advice on procurement matters including defending the agency in contract protests before the GAO or the Court of Federal Claims.
• Review solicitation and contract packages for compliance with federal procurement laws, regulations, policies, and procedures.
• Provide advice to Contracting Officers on contract claims and disputes and represent the Bureau before the Civilian Board of Contract Appeals.

General Duties and Responsibilities Include:

• Research and analyze relevant Federal and state laws, regulations, Executive Orders, and other government-wide directives and memoranda.
• Counsels clients, including senior Bureau staff, with respect to legal compliance, litigation risk, and other issues.
• Plan, research, and analyze legal issues arising from policy options and CFPB procedures.
• Develop tactical and strategic plans for proposed actions and agency activity
