Proposed Policy Statement: Consumer Complaint Narrative Data – Extension of Comment Period

The Bureau of Consumer Financial Protection (Bureau) currently discloses certain complaint data it receives regarding consumer financial products and services via its web-based, public-facing database (Consumer Complaint Database). On July 23, 2014, the Bureau published in the Federal Register a Notice of Proposed Policy Statement with Request for Public Comment (Proposed Policy Statement) proposing to expand its disclosure to include unstructured consumer complaint narrative data (narratives). The Proposed Policy Statement provided a 30-day comment period that will end on August 22, 2014. To allow interested persons additional time to consider and submit their responses, the Bureau has determined that an extension of the comment period until September 22, 2014, is appropriate.

30-Day Notice - Proposed Policy Statement: Consumer Complaint Narrative Data

The Bureau of Consumer Financial Protection (“Bureau”) currently discloses certain complaint data it receives regarding consumer financial products and services via its web-based, public-facing database (“Consumer Complaint Database”). The Bureau proposes to expand that disclosure to include unstructured consumer complaint narrative data (“narratives”). Only those narratives for which opt-in consumer consent had been obtained and a robust personal information scrubbing standard and methodology applied would be subject to disclosure. The proposed policy (“Proposed Policy Statement”) would supplement the Bureau's existing Policy Statements establishing and expanding the Consumer Complaint Database.

Debt Collection (Regulation F)

The Consumer Financial Protection Bureau (the Bureau) is seeking comment, data, and information from the public about debt collection practices. Debt collection affects a significant number of consumers and the Bureau is considering proposing rules relating to debt collection. Therefore, the Bureau is interested in learning through responses to this advance notice of proposed rulemaking (ANPR) about the debt collection system, about consumer experiences with the debt collection system, and about how rules for debt collectors might protect consumers without imposing unnecessary burdens on industry.

Disclosure of Consumer Complaint Data

The Bureau of Consumer Financial Protection (the “Bureau”) is requesting comment on a proposed policy statement regarding the Bureau's disclosure of data from consumer complaints about financial products and services other than credit cards. Concurrent with the present notice, the Bureau is separately finalizing a Policy Statement (the “Policy Statement”) describing its plans to disclose consumer credit card complaint data. The present notice (the “Concurrent Notice”) describes the Bureau's plan to duplicate the data disclosure practices described in the Policy Statement for consumer complaints about other consumer financial services products and services within the Bureau's jurisdiction.
