Misspelled my name by a single letter. \n\nAdditionally, the debt collection letter is attempting to convince people to 'settle ' the debt for a lower amount, when in fact, this debt is most likely not even their debt. \n\nNOTE : It appears that this is common practice for the companies involved in this note. \n\nOn XX/XX/XXXX, I made several phone calls. \n\nFirst, I called XXXX XXXXXXXX XXXX XXXX, who did not have any record of my address or telephone number. And, they were not able to look up the account via the last 4 digits of the account number I had available to me, which were provided in the debt collection letter. \n\nI was then transferred to the XXXX XXXXXXXX XXXX XXXXXXXX fraud department, where I flagged this letter and the debt collector. \n\nSecond, I attempted to call a number provided in the letter for XXXX XXXX Residents. Contact : XXXX XXXX at XXXX ( XXXX ) XXXX. There was a recording of a 'serious application error ' and the line was disconnected. \n\n3rd, I then went to the Shepherd Oursourcing, LLC website and found the customer service number. I made multiple phone calls ( more than 6 ) to Shepherd Outsourcing , LLC. XXXX ( XXXX ) XXXX. After reaching 2 different representatives that resulted in disconnections just before completing a sentence regarding my inquiry, I finally spoke to a 3rd representative who informed me that because my last name does not match the name of the individual they are trying to collect the debt from, that there is not further action they can take. \n\nBased on my research, XXXX XXXX XXXX and Shepherd Outsourcing , LLC need to be fully investigated about improper and unvetted debt collection practices. It is ironic that ONE day after I called to make arrangements on the account I all of a sudden am being sent to collections. This charge has been disputed since XXXX. This collection is continually sold to different collection agencies and therefore reported as newly opened every year on my credit report since then. After speaking with their customer service and loan department, I was informed that there was nothing they could do to reverse the late that they reported on my credit. In my situation they did not post until the 4th business day which was the XXXX  of XXXX, causing me to have a 30 day late on my credit. This is definitely unfair trade practices. I had NO knowledge of their outsourcing and I should not have to suffer from a 30 day late when in fact the payment was made well within that time frame. No kind of explanation was given for the delay. \n\nSummary in Conclusion XXXX did the best with the tools that she had been allowed to use by Chase Bank Management guidelines. She should have had the ability to correct the current bill rejections status and move the pending bills for payment processing while I was still at the XXXX Branch Office. This would have avoided the nuisance of having to resubmit my bills for payment once again. This kind of treatment left me feeling as though I am not that important to Chase Banking. In the years with XXXX XXXX XXXX I had never received such poor treatment or made to feel like I wasnt that important. This has never happened even with AT & T UniversalCard in the past. Also, it's the first time I've had to deal with foreign outsourced CS reps when dealing with a fraud situation. I honestly believe it's the reps themselves perpetrating the fraud at this point. \n\nIt HAS to be illegal to refuse to close out account numbers and reissue cards in the face of repeated fraud. After talking to 5 or 6 different people from XXXX, they determine that the collection balance was related to the fact that I transferred my account when I moved using the mobile app and according to them, that created a new account in their system and, once I moved, I never knew they were charging me anything. Their explanation makes no sense to me. Why would XXXX have an application to transfer services when you move and then penalize you by opening a new account and left hanging the old account to create charges for equipment not returned, and a snowball of charges and penalties unknown to me? On top of that, they had me and have me as a client!! XXXX could have called me and send me letters to my current account and address ( which is what they should have done by consolidating the 2 accounts when I moved like I have done on other occasions in previous moves ). To add insult to injury they sent the old address account to collections seriously impacting my credit not only for an incorrect amount but without my knowledge and without giving me a chance to dispute it. They have violated so many consumer protocols!!! And when you call either Convergent or XXXX, they give you tons of excuses but don't solve the problem they created. On my first dispute, they reduced the {$950.00} alleged debt to {$370.00} without any explanation and when I called to ask about the new balance NO ONE could explain why. At this juncture, I want the collection to be erased from my credit. If these companies can be penalized under the FCRA or any other law, I want them to be fined as well. The workers there were able to give me more information on the account. Account number, open date, amount and number that was associated with it. They told me that it is a 7 year old account they aren't sure why it is reported open but there was no  accounts currently opened in the XXXX system. \n\nAs I am already frustrated and confused that in store they are showing a closed account but on my credit it shows open. I then receive a phone call and it pops up showing XXXX and it was the same representative that I spoke with earlier. The rep is asking if I have an access code and tell her that I do not. She then tells me that without that code because I wasn't able to properly verify the account that she is unable to access more information. I assume that first and last name, SSN, DOB and account number should be enough information to access the account. She tells me that it wasn't enough. I again ask her what is the access going to do for me. I let her know that I am already frustrated that there is incorrect reporting on my credit report. I then ask her to speak to a manager. The rep then tells me that she wasn't supposed to be calling me back but wanted to because she wanted to make sure it was taken care of. The rep then gets a manger. \n\nThe manger was able to pull information up and tells me that the account was sold to a debt collection agency and she would need to talk to the collection department to see if there is anything that they can do and if not to contact the debt collection agency. I ask the manager if they follow time zone regulations and she said that they. If I am correct some companies are not allowed to call back or make phone calls within the hours of XXXX to XXXX XXXX  local time for the customer. Either way, the manager informed me that representatives are not allowed to call customer back without their permission. I know that I did not give permission for the previous representative to give me a call back. She them informs me that she will have a talk with her about it and make sure that is does not happen.\n\nI have asked that my number be removed from the system and calls to stop. I spoke with at least XXXX different representatives over several hours. Some calls were disconnected, and others resulted in transfers to departments that could not assist me. Finally, a representative assured me that the charge would be removed within a few days and that I had nothing else to worry about. I believed the matter was resolved until I returned home on XX/XX/XXXX, to find that XXXX had wrongfully sent my account to collections for a balance of {$100.00}. \n\nThe first debt collection agency that acquired the debt was Convergent Outsourcing. I disputed the debt with at least one credit bureau, and the account was successfully removed from my credit report, proving that the debt was invalid. However, on XX/XX/XXXX or XX/XX/XXXX, another company, Jefferson Capital Systems XXXX, purchased the same debt and reported it again. When I attempted to dispute the debt with all three credit bureaus, my dispute was denied. This has now resulted in lasting damage to my credit, despite my repeated efforts to prove that the debt is not valid. \n\nXXXX XXXX failed to properly remove the charge, even though their own representatives admitted it was a mistake in XXXX. XXXX XXXX initially reported the invalid debt, which I was able to dispute and have removed. However, Jefferson Capital Systems LLC later repurchased the same disputed debt and reported it again. The credit bureaus have refused to remove it this time, despite my previous success in disputing it. My wife and I had XXXX monthly charge for this line set up on autopay with XXXX. Every month, XXXX would charge the billed amount to our XXXX XXXX ending in XXXX. It was usually around {$28.00} per month. We opted for electronic billing, so my wife would receive an email detailing the charge. We never got paper bills from XXXX. \n\nPart XXXX : Unsuccessful cancelation by XXXX In XXXX of XXXX we moved from XXXX XXXX XXXX XXXX XXXX. Prior to moving, my wife called XXXX customer service number to cancel the line, which they said they did. As expected, we received a final charge via autopay to XXXX ( and an email ) for our XXXX service in XXXX, XXXX in the amount of {$28.00}, which we paid. \n\nHowever, a month later, in XXXX, XXXX, we received another XXXX charge, for XXXX service, in the amount of {$28.00}. I called XXXX to alert them to the fact that they were still charging us for an account they said they had canceled. They assured me that they would cancel the account properly and there would be no more erroneous charges. We disputed the charge with XXXX, who communicated with XXXX separately, after which their charge was reversed. ( See attachment A. ) From that moment on, XXXX never made automatic charges to our XXXX card, nor did they send us email confirmations for service. So we believed that the service had been successfully canceled. \n\nPart XXXX : Receivables XXXX XXXX XXXX effort We never heard from XXXX again until XXXX, XXXX, when we received a forwarded paper bill for {$550.00} for unpaid charges. ( See attachment B. ) Note that we had forwarded all mail from XXXX XXXX XXXX XXXX XXXX in XXXX of XXXX, and so if XXXX had sent us anything prior to this, we would have received it. I called XXXX to try to understand what this bill was for but since they could not even tell me what account it was connected to, I ignored it. \n\nIn XXXX of this year ( XXXX ), we were contacted by XXXX XXXX XXXX XXXX XXXX, who claimed I owed XXXX {$550.00} in unpaid charges. ( See attachment C. ) I disputed the charge in writing and asked to see proof of money owed from XXXX. ( See attachment D. ) I never received that proof, nor any additional collections notices, so I considered the matter settled. \n\nPart XXXX : Convergent Outsourcing collections effort Then, in XXXX of this year ( XXXX ) I received a collections notice from Convergent Outsourcing , Inc. ( See attachment E. ) Again I disputed the charge ( via an online form and via phone call ) and Convergent said they would communicate with XXXX on our behalf. XXXX persisted in their effort to collect money I do not owe them. Over XXXX separate calls with Convergent on the same day ( XX/XX/XXXX ) their representatives gave me conflicting information : At XXXX XXXX Convergent representative ( XXXX XXXX XXXX told me that XXXX sent a final statement of {$550.00} to the old XXXX address after we closed the account in XX/XX/XXXX. If this was true, then what exactly were these charges for? Our monthly bill was an average of {$28.00} and we didnt have any equipment from them to return. \nAt XXXX another Convergent representative ( XXXX XXXX XXXX told me the same day that XXXX claims that we received service until XX/XX/XXXX, when the account was closed. Then she offered me a settlement amount of {$280.00}, but since we dont owe anything to XXXX XXXX I declined the offer. \nAt XXXX a third Convergent representative ( XXXX XXXX XXXX transferred me to account specialist XXXX XXXX XXXX XXXX XXXX told me he would be requesting a detailed explanation of the charges from XXXX. He also said Federal Law requires proof that I owe them the amount that they claim I do, and if they can not then I should contact the Consumer Financial Protection Bureau to take up the matter with XXXX directly. \n\nOn XX/XX/XXXX I received correspondence from Convergent claiming to have proof of a valid debt, again in the form of a XXXX bill. ( See attachment F. ) So here I am, asking for your help. \n\nConclusion : Requested remedy A bill is just a bill. It is not proof of a debt owed. It is merely proof that XXXX can generate bills. XXXX has failed to provide service in the form of cancellation, and they have failed to prove that I owe them money. They have not even detailed what these charges are for. \n\nI have provided a paper trail showing multiple efforts to cancel our former service with XXXX, and behavior from them that indicates that they understood our desire to cancel. If they failed to properly cancel our service after all these efforts that is not my problem. \n\nI have spent, easily, XXXX hours on this issue including todays effort to document this case for you. I can not get that time back but I am hoping that with your help I can stop XXXX from robbing me of my time and energy going forward, and threatening to negatively impact my credit rating. \n\nI would like CFPB to tell XXXX to definitively close this matter, to send me proof of closure/resolution, and to stop selling this nonexistent debt to collectors.
