I paid it immediately, and on XX/XX/XXXX I received the copy, which clearly shows a different name not my brothers. The money order was filled out entirely when I purchased it, so it should not have been payable to anyone else. \n\nOn XX/XX/XXXX, I contacted MoneyGram again via chat and explained that the person who cashed the money order was unauthorized. I was told that to start the claim process, I needed to request a claim form, which could be sent by email ( XXXX business days ) or postal mail ( XXXX business days ). I requested it by email and provided my address. I was issued a new case number : XXXX. \n\nBy XX/XX/XXXX, I still had not received the form. I contacted them again via chat and was told to check my spam folder ( which I had already done ). I was told once more to wait another XXXX business days. They issued a third case number : XXXX. \n\nAlso on XX/XX/XXXX, I submitted a formal fraud report through their official webpage ( https : //corporate.moneygram.com/compliance/report-fraud/ ) and received an automatic confirmation ( Case # XXXX ). Then, on XX/XX/XXXX, I received a generic response that only told me to call their XXXX XXXX Department the same department I had previously tried to reach without success. The call was answered after a long wait, and I was again referred back to online chat. This loop of non-solutions continues. \n\nAs of today, I have not received the claim form and can not proceed with filing a formal complaint. Additionally, I was informed that once I do receive the form, I will be required to send it along with another {$35.00} fee and even if the claim is approved, that amount will be deducted from the original {$830.00}. I would only be reimbursed {$790.00}. The review process could take XXXX XXXX XXXX XXXX, or up to a XXXX, with no guarantee. \n\nAs an elderly person, this has been deeply frustrating and distressing. I request that the CFPB intervene and question whether it is lawful or fair for MoneyGram to allow unauthorized parties to cash a completed money order and then place all the burden, delays, and fees on the innocent consumer. The representative at that time informed me, I could not cancel my contract without having majority of the contract paid. I told her until they honored my gift cards that I clearly did not receive I would not continue to pay. She said that is fine, we will simply send you to the credit bureau for failure to pay. Over the next 3 months they continued to contact me regarding this debt, and every time I repeated the same information. Finally on XX/XX/XXXX, a representative by the name of XXXX stated she would reactivate the gift cards and send me the information in order to receive them and that I would have to bring the payments current ( {$150.00} ) and pay {$9.00} for the gift cards to be mailed to me. The application I signed was a negotiable instruments which the bank received from me in their capacity as a securities transfer agent. The money net daily transaction log XXXX on the account will show that the lender of the loan was XXXX XXXX. Capital one never loaned me any money, the dealership and Capital One failed to disclose material facts such as they had received a certificate of indebtedness from U.S. treasury through the Federal reserve and failed to credit to my account. Part of the deception the dealership acting as an agent of Capital One as outline in their SEC filings and indentured trustee agreement rushed me though the process and neglected to inform me that in the contract I was giving Capital One a security interest in the auto loan that I was buying giving them to use for the car I was purchasing as collateral for a loan I never received from the bank. I was mislead to believe that I had to make monthly payments in the amount of {$650.00} a month causing me extreme hardship. Each month they sent me a statement implying I owed that sum of money, but Capital One did not credit my account with the dividend payments that were made from my treasury coupon via the Electronic Funds Transfer Act. During this same time according to their SEC filing they securitized my note to sell on the secondary market making millions off of my money. As a holder in due course of the note I never received any compensation, nor have I received any tax statements in order to file my taxes properly. I should have received a XXXX when they filed it in 2021. Due to the hardship in making those fraudulent gain car payments Capital One made false and misleading reports to the credit bureaus affecting my ability to acquire credit. I asked Capital One to provide me a copy of contract, which didn't have them listed anywhere on the contract as the lender. An offer must be stated and delivered in a way that would lead a reasonable person to expect a binding contract to arise from its acceptance. An offer gives the offeree the ability to accept and form an enforceable contract. When a valid offer is made, an acceptance by the offeree creates a binding contract. An offeror generally can not retract the offer once the other party has accepted. \nThe offer to contract was a simple exchange between Chase and I. In exchange for my signed promise to pay ( application ), Chase would open an account in my name and issue Card ( s ) as I direct. The said offer was accepted for value and consideration and the contract issued back to Chase for the promise of performance to provide the said consideration. Once fully executed the said application became a security, specifically an instrument in the form of a promissory note evidencing a promise to pay a monetary obligation. The pricing information, terms and conditions and other certifications formed a Security Agreement ultimately giving Chase a Security Interest in the Security. This is evidence of Chase taking the security by means of a purchase however, Chase did not provide me with any consideration when they purchased the executed application which is a financial asset ( 12 CFR 360.6 ( 2 ) ) from me ultimately breaching the contract for failure to provide consideration. \nFailure of consideration is a concept which relates to the law of contracts. This is why I can gain access to the transaction history of my deposit account by verifying my social security number over the phone with the issuer of my monthly statements. The due bill is a statement of money owed as when a bank sells a security and receives payment but has not delivered the security or equivalent asset to the purchaser within three business days. Outstanding due bills are considered borrowed funds by a bank issuing a bill and a loan to the holder of the obligation. This paper I received, and am now returning, is considered eligible paper for rediscount at the discount window. This form of paper money, the bill, are the funds you use as payment to borrow and use my credit as collateral for a securities loan. Credit card receivables are bill payments. XXXX XXXX is using my financial assets as collateral for a securities loan at the discount window. \n\nI have received the title documents and receipts for goods ( securities ) transported and I now want all of my unredeemed demand drafts, of past present and future, redeemed at face value, exchanged for securities of a new issue, and restricted to my United States Treasury Direct account. This paper money is legal tender that must be securitized to lawful money. Once its stripped and the coupon is restricted to my Treasury Direct Account my bill is considered paid. Whether the statement has a preprinted draft attached or not, this is how I want all bills payable to be paid for every account being held by XXXX XXXX on my behalf. This includes the account associated with my XXXX by XXXX XXXX credit card. The Treasury will make the principle payment to the securities account XXXX XXXX is holding on my behalf by issuing it the preprinted demand draft as a receipt via wire transfer. The interest rate XXXX XXXX is normally entitled to is the discount it receives on redemption at par. The zero coupon security is a marketable security. When XXXX XXXX gets the cusip number I want XXXX XXXX to trade or sell my security, at its discretion, on secondary the market. I know by law XXXX XXXX is entitled to receive 20 % at maturity. At maturity I want my 80 % deposited to my Treasury Direct Account. \n\nI continue receiving notice that my bill is payable. Bills payable are XXXX XXXX trade obligations that must be accepted. Acceptance is guaranteed because the draft is guaranteed. The draft is guaranteed because the preprinted demand draft is a check payable on sight. Attached to the preprinted demand draft is a receipt of the goods being transported. The goods being transported are the numbers on the bill that represent the security purchased. I know acceptance is completed by delivery or notification and payable on sight. This is a demand that must be accepted because the draft is a demand. Consider this my notification. \n\nConsider this my final notification because I have notified XXXX XXXX of my concerns thrice before. XXXX XXXX and its Indenture Trustee are already in dishonor of its obligations to perform in this matter. Due bill, a statement of money owed as in when a bank sells a security and receives payment but has not delivered the security or equivalent asset. Outstanding due bills are considered borrowed funds by a bank issuing a bill, and a loan by the holder of the obligation. In the securities industry, a bill indicates the amount owed by a buying broker to a selling broker. \n\nEvery time I use my credit card associated with this account to make a purchase, what Im actually purchasing is security from the issuer of the bill. This security is delivered to me by way of remittance. I receive a remittance because Im selling XXXX XXXX access to my credit. XXXX XXXX, the issuer, are buying access to my credit. A remittance is how you deliver me the money owed or equivalent asset whether in cash or cash equivalent. This paper money is cash equivalent. \n\nREMITTANCE 1. Payment toward satisfaction of a debt, whether in cash or cash equivalents, such as checks, drafts, and other negotiable instruments. \n2. Payment on an installment loan or open-end credit account, forwarded through the mail to a LOCK BOX, along with a remittance document, a machine readable billing document encoded with the customers account number, and the amount due, plus any late charges, if the loan payment is delinquent. \n3. This remittance is a cash equivalent that has a bill of exchange attached to it and the bill must be exchanged or redeemed for securities of a new issue. I received the remittance because the proceeds from the check attached belong to me. The only way the proceeds can be received by me, in a usable form such as cash, is to send you the bill for payment as promised. \n\nLOCK BOX XXXX XXXX XXXX used by organizations to accelerate collection of receivables. Checks are routed to a designated XXXX XXXX  number, where they are picked up several times during the day, separated from the envelopes, and submitted to the check collection system for conversion into cash receivables. Many large banks offer lock box processing as a cash management service to corporate customers. A lock box can be retail, designed for remittance processing for customer accounts, or wholesale, in which payments from other corporations are collected and submitted through DEPOSITORY TRANSFER CHECK or electronic debit payments into a concentration account. \n\nThe address listed on the remittance portion of the statement is a lock box address for credit card receivables. Checks are routed to lock boxes. The remittances I receive are check payments that I am the beneficiary of. When the preprinted demand draft is stripped from the bill of lading, they can be processed as two separate securities. My demand draft needs to be securitized and shall be redeemed on demand at the Treasury Department of the United States. Chase Bank has been found to be in violation of the Securities Exchange Act, as they have securitized the consumer 's application and selling it on the open market for profit, for their unjust enrichment, at the detriment to the consumer. This constitutes securities fraud.
