I believe that the blame rests on both XXXX  and XXXXXXXX  ; theyre in cahoots as they say. \nI tried going back to XXXX to work things out, but they ultimately rescinded my work-out and cut off my service. Thats another thing : It now states on the website that no refunds are given for subscription cancellation even though they advertise a 30 day refund if not satisfied ( but thats for XXXX only, not the 3rd party, XXXX ). I did state that I wanted a refund ( within the 30 day period ) in lieu of a bank chargeback but they wouldnt go for it. Furthermore, is XXXX a subcontractor doing billing/AR for XXXX? Then they have stolen my credit card number because I would have never given the number to them : thats the fraud. Shouldnt the XXXX agreement be on file with Paypal since theyre handling customers credit card transactions? Theyre changing the website rules continually to suit their narrative. The point is I never authorized XXXX to create the charge like I do with XXXX or another internet vendor. \nPaypal recognizes my computers but I always have to flash the Paypal site for acknowledgement and validation. XXXX  must have gotten my card number somehow is all I can think of. Normally theres a button for Paypalthats the beauty of Paypal that you dont have to input your card numbernow I think that its a false sense of security. It seems that the Paypal billing inquiries are really ineffectual : the customer is more of a target for unscrupulous vendors as the rulings go in their favor. The Paypal adjudicators ( if you want to call them that ) just accept subscription rules of a vendor with no credit card number or a falsely obtained one. The vendor should have to create an invoice for the consumer. Its been suggested on the internet that theres someone on the inside at Paypal. \nI think thats the problem here : they should have the customers account number validated for every transaction, subscription or not : if scammers like XXXX had to invoice the consumers for every transaction that would solve the problem-they could state on the invoice -- card on file Paypal : further, if theyre changing from vendor XXXX to vendor XXXX shouldnt I have to authorize it? I shouldn't have to pay a fee to pay my bill when I'm supposed to be able to pay it online. I keep setting a password and it will accept the password and then when I try and re-log in again it wont allow me to log in. It constantly says wrong password. Instead of them getting there IT department involved they brushed it off. I told them I had a XXXX and dint understand there password system so nobody tried to help it was just brushed off. I called the number on the letter they emailed me and it was answered by people in a foreign country who barley spoke XXXX and didn't understand or knew what I was talking about. I was transferred to multiple individuals who sound like they were talking through a tunnel. Citibank needs to put me in touch with there IT team to resolve this problem. This is a basic premise of the cardholder protections in the card agreement. I expect a lot better from JPMorgan Chase especially for their   XXXX   XXXX   card. I 've helped correct JPM stock price in a number of situations where it was mispriced including during the   XXXX   XXXX   incident where the bank was dramatically oversold incorrectly to the point where it could have posed an actual threat to the bank if it had continue much longer. My comments had an immediate correlation with $  XXXX + of tangible value creation for the bank. Do you understand how many   XXXX   figure compensations JPMorgan pays people to *try* to create that type of value that was tangibly delivered not to mention the tangible cost of capital in the market for that type of value that can easily be independently documented? This is far from the first time theres been a problem like this with JPMorgan Chase which is genuinely terrifying. I was actually told explicitly that the same dispute resolution specialist that did something similar to this previously and that I have already filed a CFPB complaint regarding, handled both this and another dispute that were resolved dis-favorably with egregiously incorrect explanations as well as violations of the card holder agreement which is absolutely unacceptable. This seems almost like retaliation for literally just asking the bear minimum of whats in the contract and is obviously common sense. Despite all the value I 've help create for the bank, the risks I 've helped them mitigate, I 'm not asking for special treatment. All I want is equal treatment following the basic cardholder agreement, common sense and law. This situation really shouldnt be anything I should have to ask for, let alone waste my valuable time dealing with calling in repeatedly and visiting people in person. I have NEVER ordered anything from XXXX and when i called Citi i was transferred to a customer service department in XXXX and no one could understand what I was trying to tell them. I had to make them cancel my card because I told them someone had made fraudulent charges on my card. \n\nI got a letter from Citi saying they would investigate. They investigated and said the charges from XXXX was valid because the merchant said they were delivered in XXXX Florida!!!! I do not live in XXXX Florida and the merchant said the items were received by someone named XXXX XXXXXXXX!!! Last i checked i do not know anyone by that name! nor do I know anyone in XXXX! So, Citi card is trying to make me pay for the charges that I did not authorize, and I am highly upset because I shouldn't have to pay for fraudulent charges! I have been a Citi customer for 23 years and I have never had a problem like this before. I know what I charge to my card! If i had made those charges I would not have called and reported it as FRAUD! Please help!!!\n\nCiti did not do a very good investigation. The account comes up as closed on all my credit reports. I had never even used the card and only activated 2 days prior.I called XXXX XXXX to try and find out what was going on and all I would get is during initial review I wasnt granted credit and I would receive a letter stating why. I stated is this how it works now you get approved they put account on your credit and then close the account. \nThis process is wrong as it creates an account on your credit reports and then closes and you take a 30 point hit on your credit score. If account wasnt approved which it shouldnt have been from the beginning the worst that happens is you get an inquirery on your credit report and you might loose 2 points on your score. To have an account open never used and then closed XXXX points on score or 2 points which would you take. \nSo then I get a letter from XXXX  dated XXXX XXXX stating Account was closed because number of recent inquiries and number or inquiries was obtained from XXXX. Fast forward If you months later I find that Im getting charged an interest rate of 19 % on purchases, and that I hadnt received the advertise bonus. Once this information became clear to me I called capital one and spoke to numerous supervisors. The first supervisor  who said her name is XXXX and her employee number is XXXX was unhelpful. After almost an hour on the phone with XXXX  I was given zero information about why I had not received any of the advertise perks and benefits attached to this card. I would not have wanted this card under these terms and conditions and feel that capital one is false advertising the promotions on their website and I was flabbergasted that they didnt immediately rectify the situation with me over the phone. I explained that I wouldve been happy had they just reverse the interest charges and giving me the advertise promotional rate of 0 % for the first year in addition to my XXXX bonus miles. I also during this time was wondering what happened during the process of my applying for the venture card and why I hadnt received the venture card but I had been given the venture one card. I  was told by XXXX that sometimes when youre not eligible for one card youre automatically given a secondary card or an alternative card. That didnt make sense to me if I apply for a credit card I shouldnt be given an alternative card without being prompted as to whether Im interested in that alternative card. In addition to this since I had been researching both cards I had been preapproved for the capital one venture one card with the terms and conditions listed on the website, but later decided that Id rather have the venture card. However when I ended up receiving the venture one card I decided I was fine with that too. I feel that something happened during my process of applying for the venture card that created this problem. I shouldn't allow credit card companies carte blanche access to my internet browsing habits to access my account and pay money if they were actually interested in being repaid. Why do credit card companies have more rights to surveillance than law enforcement?! I don't habe a great deal of faith that the CFPB will do anything to abate Comenity 's robbery through fee, but I will continue to make complaints so that their grift and strong-arming is recorded somewhere and hopefully our political landscape will change in the future to restore the ability to this agency to regulate and reign in the soulless predatory capitalism of companies and corporations like Comenity. Below is the original complaint I filed when they announced their plan of theft through fees to their customers that received paper statements. Charging customers for not having access to a computer or the internet would be textbook discrimination if humans did it. If corporations are people why is this legal? Again, I doubt this body will get a straight answer from Comenity ad tbey didn't offer one last time. But I must make and document a complaint for the hope of this agency and a political landscape that works for people and not corporations in the near future. \n\nPrevious complaint : I recently received communication from Comenity that they would begin charging a fee for sending out paper copies of account holders monthly statements, regardless if they carry a balance or not. I've had problems with Comenity previously, most recently them continuing to charge w minimum {$40.00} for late fees, when the CARD Act maximum is {$32.00} and has been the lionshare of the time I've been a cardholder. If I have the right to request my monthly statement or any records at any time without charge then charging for a monthly statement to be sent out even if there's a XXXX balance is malicious, brazen, and condescendingly lazy credit card company grift. Comenity has purchased the banks/service contracts for other store cards I have and have been slashing and reducing credit limits, and attempting to issue similar unnecessary fees. Their business model seems set on staying afloat through deception and theft. Charging customers for physical mail because the cost of materials and labor, but also charging customers processing fees for paying their monthly payments if they make them online OR on the phone is not only a malicious grift in nature, it perfectly contradicts the reasoning behind charging for paper statements because those payments are also processed by machine owned by a third party that Comenity chose to outsource an integral part of the commissioning of the services their business provides. A corporation nickel and diming customers for reasons of labor and material costs while simultaneously charging customers perpetual, unnecessary, and oft explicitly illegal fees when to make payments in ways ( Online and telephone ) that remedy and if not eliminate those same labor and material costs ( Said credit card company implies is the reasoning for charging for paper statements ) is fraud. I want a CFPB and DOJ investigation into Comenity Bank, how quickly they're acquring other credit cards or the banks behind them, and their general and full throated disregard for any part of the CARD Act, particularly in regards to arbitrary fees, late fees, bottlenecking cardholders towards their often buggy ( Virtually unusable on mobile ) website to see any part of our balance and charging fees for any sort of payment save a physical bank check. XXXX split the transaction into three separate charges : two flight charges and one Trip Protection. I had to purchase early bird with southwest separately as I did not know XXXX would do this and not allow purchase of early bird while making the flights. All were pending when the flight and early bird was cancelled. \n\nXXXX confirmed no funds were collected on their end as the card never had time to charge because it was cancelled and that the pending charges would fall off. I have documentation from both XXXX and XXXX showing that the flight was canceled. \n\nGoldman Sachs correctly credited the EarlyBird and Trip Protection disputes, but denied the two flight-related disputes with the statement : Based on available information, we determined that the merchandise has been delivered or the service has been provided in accordance with the merchants terms and conditions. \n\nAll four charges are tied to the same canceled near sequential transactions, and the credits already issued confirm the trip was not completed. The two {$370.00} charges were handled inconsistently. \n\n\nIncident XXXX XXXX Refund XXXX Reconciliation Error Dispute Case Numbers : XXXX Southwest ( {$570.00} ) XXXX XXXX  ( {$570.00} ) A separate flight was purchased for {$1100.00} and initially declined, then split into two charges of {$570.00} each. The flight was canceled, and XXXX issued full refunds for both charges. \n\nGoldman Sachs issued provisional credits during the dispute process. When the refunds posted, the credits were not reconciled correctly. Instead, one provisional credit was reversed and re-added as a new charge to my account even though the refund cleared which kept having me call and speak to customer service to only repeatedly be told that this shouldnt be happening and the only way to fix it was to reopen the dispute case each time and each time provide the same proof of it being charged, credited, refunded, all on the card. \n\nThis created a reconciliation error : the merchant refunds and provisional credits offset each other and should have resulted in a net XXXX balance. These payments were posted and credited to my account promptly. I set the auto pay up to start on XX/XX/XXXX. I made a {$350.00} payment on this account on XX/XX/XXXX to ensure that enough credit was available to cover the auto pay bill. Unfortunately my bill was not paid because a payment hold was put on the credit card account and didn't get released until after the XXXX of XXXX, even though I paid the account on XX/XX/XXXX. I was also charged a {$25.00} failure to process fee for the auto pay bill. I called customer service and it was explained to me that payment holds can happen to accounts under 6 months old and that it would not happen again once one payment had been put on hold. I made an additional payment of {$50.00} to more than cover the failure to process fee. On XX/XX/XXXX, I made a {$400.00} payment to the account to ensure that enough credit was applied to cover the auto pay bill and to reduce the remaining balance on the card. The payment was removed from bank account and shown to be made on the account but was not applied. I called customer service today, XX/XX/XXXX, to see why credit was not applied even though payment has processed and when it would be applied. Customer service told me my payment had been put on hold and credit would not be applied until the XXXX or XXXX. I relayed that the previous time this happened I was told that it would not happen again, and was informed that I was lied to by the previous agent. I asked if the hold could be removed and was told no. I asked if I could be reimbursed for the failure to process fee, since that wasn't my fault, and was told no, not their problem, you really just got screwed and there is nothing we can do. I asked to speak to somebody higher up and was transferred. The next CSR I spoke with told me that every payment I make is subject to a hold and it can not be removed and the failure to process fee is not their responsibility ( I honestly didn't expect to be, but why not try ). I asked for a credit increase ( didn't expect it, but again why not try ) and was told no. I was told there was nothing they could do to get the payment hold off, apply credit to my account and that my next payments could be put on hold as well. Even though the fine print in the account statement says that credit for payments will be applied by the next day or may be delayed up to 5 days. Not delayed for 15 plus days. I get it for one payment to be put on hold, but multiple is absurd. I didn't max the card out, I made multiple payments before the due date even and made them well in advance of when a charge to the account was to be made. As a single mother, working full time, I can not afford to have holds put on accounts and pay extra for failure to process fess when I made my payments. I can not let this auto pay bill be late again, so now I have to juggle my other bills just to be able to pay a bill that I shouldn't have to worry about. My account became overdrawn for {$130.00} and I was charged an overdraft fee. I was fine with that because this was an error that the bank didn't have anything to do with, it was my fault. \n\nSeveral other transactions continued to come in around this same time. XXXX XXXX M & T declining them because they all were debit card transactions. They allowed every transaction to come through causing a huge overdraft on the account. I contacted them and questioned why this was done and I was told because I had some overdraft protection that allowed them to pay charges even if the money wasn't available. Well the only problem with that was that I told them a month earlier via phone to remove that feature. Because this caused a small overdraft in XXXX XXXX XXXX pension was messed up again the payroll department, put my direct deposit information into another employees profile. This caused my pension to be deposited into their account and vice versa. ) My husband and I both were on the call demanding they remove this feature. We were told then that it would be removed. They explained the ramifications of what happens when this feature is XXXX. They stated this would have any transaction would be declined if the funds weren't available. We still cancelled it. \n\nThey literally allowed XXXX transactions to come through the already negative account. M & T charged XXXX NSF fees at {$38.00} per transaction. Most of the transactions were less than the NSF fee. XXXX in particular was under {$3.00}. I contacted the bank and demanded an explanation. If the account already had a deficit then why continue to allow transactions to be approved. I was given the runaround for months with no resolution. The account is now negative {$1000.00} and they are threatening to send it to collections. I have no problem paying the money for the transactions that posted, but I do not think it is reasonable for me to have me pay {$500.00} in NSF fees. I believe without a shadow of a doubt that this was done intentionally to create a windfall in the bank 's favor. They literally charged me just about as much as the transactions that posted. I also would like time to clear up the balance. I am XXXX on a fixed income. I receive XXXX and a XXXX pension from my former employer. My husband is currently out on workers compensation for a crushed hand. We do not have an extra {$500.00} to give anyone. Under these circumstances where the bank allowed this we shouldn't be held responsible for anything other than the transactions total amount. I made XXXX payments during the same billing cycle via electronic XXXX XXXX : {$400.00} on XX/XX/XXXX, and {$500.00} on XX/XX/XXXX, for total payments of {$900.00}. The minimum payment was satisfied by the first payment, and created an excess amount of {$94.00}. With the second payment there was an excess of payments above the minimum required totaling {$590.00} during the same billing cycle. \n\nMy account carries multiple balances with different APRs. The cash advance balance carried the highest APR at XXXX XXXX The purchases balance carried an APR at XXXX XXXX Under 12 CFR 1026.53 ( a ), amounts paid in excess of the required minimum payment must be applied first to the balance with the highest annual percentage rate. This is also outlined in the Bank of America terms and agreements for my credit card. \n\nHowever, the XX/XX/XXXX statement reflects that the {$590.00} excess in payments were applied primarily to the purchases balance and not the cash advance balance. The cash advance balance ( which was only reduced by {$88.00} ) and the cash advance interest charged ( {$58.00} ) do not reflect a reduction consistent with proper allocation of the excess payments. Based on the interest charged, the average daily cash advance balance appears largely unchanged, indicating that the excess payments were not applied to the highest-APR balance in a compliant manner. \n\nPayments were made via electronic XXXX XXXX, which ( while this shouldn't matter ) does not allow consumers to provide payment allocation instructions. Nevertheless, the issuer remains obligated to allocate excess payments in accordance with federal law. I called multiple times for them to close the account and remove the fees, but they refused. They created a burdensome process for me to report the fraud and remove their ongoing bank fees for an account I did not open. They kept charging me every month, even though I requested multiple times to close the account and remove the fees for an account I didn't open. When I had their ID Theft Package filled out and faxed to them, they issued me a blackmail letter to pay their fees or risk being reported to consumer reporting agencies and get denied by other financial institutions. When I called again for US Bank to close the account and remove the fees, their agent stalled for 1 hour and 15 minutes before closing the account and told me to \" get the XXXX off my line. '' XX/XX/XXXX : I realized that my former tenants were using my SSN to open accounts and created a security alert to prevent accounts from being opened in my name. \n\nXX/XX/XXXX : I realized US Bank made an inquiry into my credit and I called them about being a victim of identity fraud, but they claimed that no account was associated with my SSN. \n\nXX/XX/XXXX : I received a statement from US Bank for opening a checking account and a fee of {$6.00} for having no balance. I called to inform them that I was a victim of ID fraud and asked them to closed the account. That I shouldn't be charged for an account I never opened. I was sent to the Fraud Department who insisted that I had to complete all the required documentation for the fees to be removed. \n\nXX/XX/XXXX : US Bank sends me a big ID Theft Packet to complete requiring me to provide a copy of my SSN card. I told them I would not submit a copy of my SSN card to a company that conspires with ID thieves top fraudulently open accounts when there is already a security alert attached to the SSN, but they insisted that's what's required for me to close the account and remove the US Bank fees. \n\nXX/XX/XXXX : I called again to close the account and was referred to a local branch to close the account. \n\nXX/XX/XXXX : I receive a statement with {$29.00} in US bank fees for monthly maintenance and a paper statement fee and the account was still open and charged for fees. \n\nXX/XX/XXXX : I filled out all the ID Theft Packet, passed it over to a local branch to get a notary of all the documents I provided, showed the notary my social security card, but noted that I do not want to send a copy of my Social Security card, and had the local branch fax all the documents to the US Bank Fraud Service Center as required by US Bank. \n\nXX/XX/XXXX : US Bank issues me a ( black mail ) letter to pay the balance of {$43.00} in US Bank fees ( for an account I did not open ) or else, \" if additional transactions occur { that is if US Bank decides to charge me more maintenance fees }, you will be subject to Overdraft Paid Fees, collection efforts, and we may report your account to consumer reporting agencies. This could impact your ability to obtain services at other financial institutions. '' XX/XX/XXXX : I called the 800 US Bank number ( XXXX ) on the black mail letter it issued me to address the problem, requesting for them to close the account and remove US Bank 's fees. The agent insisted that she couldn't do it and that I need to go through the Fraud Department again. And, she told me the Fraud Department never received the ID Theft Packet I had the local branch fax, and that they would send me another packet for me to fill out with a copy of my Social Security card on it. I have a mail receipt indicating otherwise ( more than 24 hrs in advance of their requested time during the business week, USPS ). I submitted a good stack of documentation explicitly indicating fraud in writing as well as numerous other violations, totaling more than 20 pages.\n  XXXX   XXXX   I called JPMorgan Chase about this. They escalated the dispute, stated it was coded incorrectly ( which the codes they stated then compared to what I was told the first phone call didnt match ). The representative like the first said this should be resolved in my favor and basically seemed appalled at how bad the situation was which wouldnt exactly be a surprising response. She stated I should be given full refund and full amount of transaction disputed, rather than just partial.\n  XXXX   XXXX   JPMorgan Chase   XXXX   XXXX   received documents from me to reopen the dispute with the same documents that were originally sent in. All of this plus the mail cost me ~ $ 10+ and a lot of my time.\nAccording to the phone call today with JPMorgan Chase Disputes they didnt issue a full credit, and instead closed the dispute. Now stating  XXXX / XXXX /17 the amount credited to the card was never for the full amount which appears to be inconsistent with what the manager had told me.\nRebilled/closed   XXXX   XXXX  , 2017 JPMorgan Chase validated the   XXXX   transaction, stated it wasnt a billing error ( which again obviously isnt the correct code per what I was told originally or at any other time, nor would it make any sense to code it that way per the card holder agreement ).\n  XXXX   XXXX  , 2017 JPMorgan Chase issues a letter stating the  XXXX  transaction is valid.\nI was repeatedly assured this would be resolved or it should have already been resolved favorably including by an apparent manager. When I later spoke to a representative from JPMorgan Chase I was told the same person who has repeatedly egregiously incorrect managed disputes of mine in violation of the cardholder agreement among other things apparently handled this dispute also. This is despite multiple request to obviously have my disputes handled by somebody else. This is incredibly suspicious, weird and abnormal.\nI expect a lot better from JPMorgan Chase especially for their   XXXX   XXXX   card. I 've helped correct JPM stock price in a number of situations where it was mispriced including during the   XXXX   XXXX   incident where the bank was dramatically oversold incorrectly to the point where it could have posed an actual threat to the bank if it had continue much longer. My comments had an immediate correlation with $ 1bil+ of tangible value creation for the bank. Do you understand how many seven figure compensations JPMorgan pays people to *try* to create that type of value that was tangibly delivered not to mention the tangible cost of capital in the market for that type of value that can easily be independently documented? This is far from the first time theres been a problem like this with JPMorgan Chase which is genuinely terrifying. I was actually told explicitly that the same dispute resolution specialist that did something similar to this previously and that I have already filed a CFPB complaint regarding, handled both this and another dispute that were resolved dis-favorably with egregiously incorrect explanations as well as violations of the card holder agreement which is absolutely unacceptable. If it sounds like I 'm repeating myself its probably because this isnt even the first CFPB complaint I 've had to file today about incidents that flout any logic regarding business sense, contract or law. This seems almost like retaliation for literally just asking the bear minimum of whats in the contract and is obviously common sense. Despite all the value I 've help create for the bank, the risks I 've helped them mitigate, I 'm not asking for special treatment. All I want is equal treatment following the basic cardholder agreement, common sense and law. This situation really shouldnt be anything I should have to ask for, let alone waste my valuable time dealing with calling in repeatedly and speaking to numerous other counterparties. I expect far more from JPMorgan Chase as anyone should. This is terrifying and disappointing that I even have to file this just to have my rights respected.\nI spent numerous hours on the phone with JPMorgan Chase,  XXXX , the host and their counterparties as well as otherwise communicating with these parties and assembling documentation. It doesnt matter that there is obviously a civil tort case at a minimum here against the host and potentially  XXXX . A reason people use credit cards to begin with is to reduce their risk of malicious or other harm by counterparties in a transaction because the cardholder agreement among other things is supposed to offer protections.\nThe number of things that are being done obviously wrong here is hard to even count here really. I wouldnt even expect this from somebody who had zero experience in banking and a very limited ability to read in any of the numerous languages the card holder agreement is provided in, or even airbnb. Nobody is going to  XXXX  expecting to pay for this type of experience, period. Its criminal. The fact that JPMorgan Chase   XXXX   XXXX  , the premium card, apparently cant even follow their own guidance, do what would obviously be correct per common sense, or even just follow whats explicitly in writing per the card holder agreement is beyond terrifying.\nI could make a comment about just strictly whats been my experience with JPMorgan Chase   XXXX   XXXX   at this point and JPM stock would potentially lose $ 1bil+ in a matter of minutes. How much time, effort and money does JPM spend every year to try to get that type of value? Thats likely a far more significant loss than most regulatory fines, and I couldnt argue with the validity of the damage these types of things do to the confidence as well as brand value regarding JPMorgan at this point.
