I noticed several times NFCU pulled money from my savings account instead of my checking account. This is despite not getting my consent. However, when it comes to account XXXX account, they never pulled the money from my savings account. Despite the funds being available. Instead, they allowed my account to go past the due date. Once I noticed in the application of a payment overdue for account XXXX. Upon the discovery I made my account current immediately. The account in question has since been brought current. \nNavy Federal Credit Union did not provide sufficient detail regarding : The specific dates of the delinquency referenced How relevant delinquency is to my current creditworthiness I am concerned that the decision relies on my XXXX  claims with NFCU. Which does not adequately factor my financial standing. As a long-standing member providing service for over a decade to NFCU and after suffering from NFCUs data breach. I have been loyal. As advised, a police report and FTC were made aware of my identity theft. This has been a huge financial hardship for my credit score. I have XXXX identity theft issue placed on my credit file from the NFCUs data breach. NFCU allowed the criminal to steal my information twice in 6 months from their unprotected data files. After leaving the clinic I went to the nearby Citibank to withdraw funds for my upcoming XXXX electricity project. At the teller window I asked the person to give me the balance of my checking and savings accounts. The balance was a few cents in each account. I was shocked and immediacy said to the teller \" there must be some mistake, this can't be my account ''. My account had {$16000.00} in checking and XXXX in savings. a total of {$31000.00} The teller assured me that this XXXX my account. I was feeling faint and like I was going crazy. I went over to the desk were the bank officers sit and had a talk with the branch manager and told her my story. \nAs she checked things, she determined that I was a victim of identity theft and that criminals stole all of my money. I was with her for more then an hour as she investigated the details. I went home devastated. Immediately I started checking my other bank accounts and sure enough they had been attacked too. I quickly changed the sign-in and passwords of all my accounts. Subsequently XXXX refused to honor my claim and I filed with your consumer finance protection bureau, claim number XXXX. After a battle that lasted many months they returned my money in about twelve days! Thank you CFPB It is XX/XX/XXXX and all of my banking accounts have been resolved except for Citibank, They have been stringing me along now for close to nine months with a remaining balance of {$1400.00} that they say I owe them. Numerous times the bank manager, has interceded to them on my behalf, and numerous times I was led to believe the money was going to be returned. To this date it has not. So without going into minute detail ( see attached Transaction Activity ) The perpetrators did wire transfers below {$10000.00} in most of the transactions. It was a total of {$31000.00} that was stolen. Citi bank did come around and did give me back {$29000.00} with {$1400.00} subtracted, they refused to recognize the {$1400.00} that was transferred to XXXX. Citibank claims that I fraudulently did this myself, and Citi produced documentation from XXXX saying I transferred these funds to them ( see exibit A ). About 4 or 5 times I appealed to Citi about this, they knew I was the victim of identity fraud and that's why they did refund most of my money {$29000.00}. But for some strange reason that I can not understand they refuse to see that this too was part of the scam. \nOn XX/XX/XXXX knowing that all my funds were present in my savings and checking accounts in the amount of {$31000.00}, I withdrew all of my money, the {$1400.00} was in this amount On XX/XX/XXXX Citibank provisionally credited my checking account {$1400.00} On XX/XX/XXXX They told me the {$1400.00} was not honored and that It will be will be deducted from my account, but since I emptied my account on XX/XX/XXXX all they grabbed was {$7.00} XX/XX/XXXX Citibank tells me that my account is overdrawn in the amount of {$1300.00} they asked me to make a deposit as soon as possible to cover this negative balance. \nXX/XX/XXXX in response to my second appeal to them they referred to bogus documentation ( see exibit B ) supplied to them from XXXX proving that I indeed transferred these funds to XXXX, prior to this Identity theft I never even heard of Robinhood! I have no account with Robinhood! Citibank advised me that I was entitled by law to receive copies of the information that was used in this investigation, and although I requested it, it was never given to me to this day. \nXXXX  XXXX XXXX I appealed to them again. \nXXXX XXXX XXXX They wrote me back saying ... Regarding case number XXXX \" we contacted the originator in an attempt to recover the funds on your behalf. Holding me to this can ultimately effect my credit score in a very negative way. Plus Citibank could do other legal things regarding this disputed claim. Citibank lost my money, they are unjustly coming back at me, telling me I should contact XXXX, something that is impossible anyway. They have no telephone number. When I returned home I discovered that there were several charges to my credit card for these channels and I called Capital One to dispute the charges and canceled all subscriptions with XXXX. The charges equaled about {$60.00} a month plus a yearly fee of {$50.00}. Shortly thereafter, I received a letter from Capital One informing me that my Capital One card was now closed and I could no longer access it. I knew that my card hadn't been stolen and it was my daughters who subscribed to these channels, presumably with the offers of free trials that never were terminated after the trial period. Nevertheless, I did not authorize authorize these paid subscriptions. I called Capital One customer service and asked the reason behind the cancellation. I was very frustrated and upset that they just went ahead and canceled the card after 15 plus years of being a customer. I reminded them that I was a very good customer. I always paid my monthly statement on time for the the entire time that I owned the card. My card was hacked a few times by online predators who got I reconsider and ask to speak to a manager or supervisor. I was able to speak with someone who can make these decisions and yet they would not consider anything that I was saying to them.It was like dealing with robots, most of whom did not have a firm grasp on English and were hard to understand. A few agents informed me that I could apply for a new card instead. Every customer agents response was the same ; that this was their policy and they would not consider special circumstances such as having an excellent credit score and always making on Time payments that were automatically deducted from my savings account. I did end up reapplying because I was having difficulty getting a credit card from other credit card companies because of the cancellation and if I was approved they would only offer a {$300.00} per month credit limit. With Capital One I previously had an {$18000.00} credit limit.They were treating me as a new customer and did not consider that I had been a customer for several years. The {$300.00} limit was far too low to pay my monthly credit card bills as I have many of my utilities automatically charged to the card every month and I used the credit card for almost all of my everyday purchases My monthly credit card charges were about {$2.00}, XXXX sometimes XXXX sometimes higher and sometimes less and automatically came out of my savings account through monthly auto pay. They were treating me as a new customer and not an established Capital One credit card member. I told him that the limit was ridiculous and if they looked at my monthly spending over a Year 's period they would see that again they had rote, robotic responses to anything I said and I got nowhere even after talking to several agents supervisors managers etc. Because of their cancellation of my card, I had to apply to other credit card companies for a card companies and was repeatedly denied because of the cancellation of the Capital One card. I feel that Capital One was discriminatory and portrayed me as low income and not worthy of having a credit card My source of income is social security XXXX and despite that I still paid all of my bills on time.As a result of their cancellation, my credit score was negatively impacted and dropped by XXXX points. Prior to this, my credit score always remained consistent between XXXX and XXXX. I do not carry cash with me because I am vulnerable I'm almost XXXX XXXX XXXX and I'm an easy target so I'd rather pay with my credit card for most all of my purchases. I feel that Capital One discriminated against me because of my age and income. I am on XXXX and I will soon turn XXXX and I've never been declined a credit card and forced into the position of using my bank debit card Because so many credit card companies refused my application I was forced to pay monthly bills with my bank debit card which does not offer a lot of protection for fraud or identity theft, hackers and data breaches. And since Capital One refused all of my requests to be reinstated with the former credit limits this created a hardship for me because I was concerned that the debit card did not offer as much protection as a credit card. Capital One would make no allowances for my good credit and the fact that I did not authorize these charges but yet they place blame on me for the situation and I was the victim. I also informed Capital One that I still had the card, it hadn't been stolen, and it was a family situation rather than theft by a stranger or online hackers. I am lodging a formal complaint. Most importantly, this CHASE employee also mentioned over recorded line CHASE Bank and CHASE Card member services are one and the same entity. \n\nPlease know that I shall only step in CHASE Bank for making this payment if my COVID test result was negative and have no symptoms as I am a responsible person, financially and socially. \n\nSince criminals ( hackers ) used their own XXXX account to conduct hacking and convert currency from US $ to XX/XX/XXXX. XXXX has indicated over recorded line conversation in XXXX, XXXX that they always notify any currency exchange transactions and it is also CHASEs responsibility to alert me when this happened in XXXX and XXXX via 33 unauthorized transactions that wiped my CHASE savings account clean ( XXXX balance ). \n\nAlso, XXXX has indicated over the communication ( screenshot/proof attached XXXX, that they have been waiting for CHASE to reach out to them so that the money is refunded to me.\n\nPlease find the proof ( statement details attached ) on exactly when the full refund took place and this issue has been resolved in my favor ( in victims favor ). Agent mentioned that once I have reported Fraud on CHASE online website ( which I did on XX/XX/XXXX to XX/XX/XXXX XXXX, the Credit Card Dept. is automatically notified of the Fraud against any CHASE accounts and there is no need to notify further. Agent suggested to report the charges during Fraud ( as a direct result of fraud online. I have done this multiple times. Proof attached. \n\nAlso, on XX/XX/XXXX I spoke with Senior Specialist Agent to assist with address for Fraud Dept. for CHASE credit card : Agent Name : XXXX Location : XXXX IL Agent Mentioned that system is not working and could not get address. Agent also mentioned that there is no address to write to for Fraud. \n\nAgent : Declined to Give Physical address. Also mentioned that CHASE does not have such address. \n\nAlso, on XX/XX/XXXX Again, I have spoken to CHASE Agent. \n\nXX/XX/XXXX Conversation with CHASE Employee : CHASE ( Employee? Agent ) Name : XXXX A Location : Texas XXXX XXXX XXXX XXXX Case Number : XXXX Agent could only refund ( Late Fee & Interest ) - {$100.00} for card ending in XXXX Agent could only refund ( Late Fee & Interest - {$110.00} for card ending in XXXX This was the maximum allowable refunds in CHASE employee ( agents ) capability and she promised that CHASE will refund all late fees and interest from the very first time the Fraud had happened. \n\nAgent also mentioned that CHASE Credit Card will take some time to finish this investigation and promised to refund all the late fees. Agent also confirmed that the balance on either one of the credit card accounts, is due to late fees, interest and transaction bounce back fees only. There is on amount equivalent to the Purchase amount in the balance carried by these two cards. This was a direct result of CHASE savings Accounts being compromised. \n\nAs per the Agent and as per proof that all 33 transactions were refunded, this was a Bank Error from CHASE Savings or Checking Account. This was an error on Banks part. This Bank account was used to pay the CHASE credit Cards in question. Documentation that there was Fraud on Savings Account was also sent to CHASE Bank as well as CHASE Credit Card Dept. and the Bank location of ( XXXX XXXX XXXX XXXX, XXXX, TX XXXX ) to banker Ms. XXXX XXXX and also to Mr. XXXX XXXX ( Asst. VP ) of CHASE Bank Branch, who have the documentation and police reports and FTC reports of Fraud and also promised to notify the CHASE Credit Cards and follow up on this case. \n\nThat being said, since I have notified your Bank and Credit Card Dept. in due time, I do not believe that I ( the victim ) should be liable for payment of any late fees and/or transaction bounce fees of CHASE Credit Cards, which were paid by compromised savings account. If this was the case, CHASE should have notified me about this in writing that we hold identify theft victims liable to immediately pay CHASE, even if there is no balance in account. My savings account had been wiped out completely leaving me and my family in a desperate and dire situation during the Pandemic. \n\nBecause this account was closed by CHASE, hence the payment did not go through and CHASE Credit Cards, in spite of knowledge of the theft, kept charging late payment and interest. The technician attempted to manipulate my phone to authorize payments to XXXX from Fortiva without my explicit consent. When I refused to hand over my phone, the technician covertly authorized the payment and then deleted the evidence. This action was captured on my XXXX computer, which was mirroring my phone at the time, showing clear intent to deceive and manipulate. \nFraudulent and Deceptive Practices : XXXX 's practices include unauthorized credit inquiries, fraudulent account openings, and the use of deceptive tactics to secure payments.
