As I went through the renovation process on my house, I ended up refinancing this HELOC several times, all with great dealings and interactions with Citizens Bank.I was on autopay and never ( even to date XX/XX/XXXX had a late payment on HELOC account. \n\nOne day in XX/XX/XXXX, I received a letter in the mail stating that my account was 90 days past due! Highly confused, I called Citizens Goldmember Services, and stated that this was impossible, as I was on autopay. After some digging, I learned that during my original closing ( XX/XX/XXXX ), They had opened a second line of credit for me that I was unaware of. I assumed one of the papers slipped into the closing documents was an authorization form to open this, but it was never brought to my attention, and I have yet to see a copy of this form. \n\nAfter some further digging we discovered that one of my accounts has become overdrafted, and pulled from this second credit line. With no autopay in place, it was not payed back automatically. Further I was never contacted either by phone, nor by mail about this overdraft, until the 90 day late notice. I concluded this call by paying the late fees and balance, and setting up an autopay on this credit line, but I felt sick to my stomach as I had never in my life been 90 days late on any credit account. This has obviously had a huge impact on my XXXX. \n\nAs I began preparing to purchase an investment property last fall ( XX/XX/XXXX ), I decided to call Citizens Bank. After several phone calls and several letters they have refused to acknowledge their poor business practices in the closing of the original HELOC, and they have also refused to notate or remove the derogatory 90 day indicator on my credit report. The representative confirmed this. On XX/XX/XXXX I called The same number as I had received the store card and was inquiring about when might receive the Mastercard. I called at XXXX and spent 99 minutes on the phone being passed around to different people and each person I stated I can email or fax you a copy of the approval email sent by your company, no one gave me any such contact information. At the 55 minute mark I was transferred to a senior account specialist whom I discuss the entirety of prior conversations and my request that they honor the Mastercard approval and send me the card I was approved for. Again it was stated I was n't approved for the Matercard and again I was not given any contact information to either fax or email my approval letter. Today I found a number for customer relation fro Comenity bank XXXX and called at XXXX for 15 minutes and was yet again told they would not provide the card I was approved for but did give me a fax number XXXX XXXX I sent a letter of explanation and desired outcome of which I will include in this complaint. The employee told me if i signed up with the card i would receive a discount on the item i was looking to buy as a XXXX present, since it was initially out side of my price range. I handed this employee my debit card to pay for the item, she took the card and came back with a receipt for my signature. Today, XX/XX/XXXX, I received a call from Macy 's advising my credit card balance was past due. I stated that i did not own any type of credit card, let alone a Macy 's Credit Card. I explained how i was misinformed by the employee at the store and that I had never received the card or read any disclosure about a credit card. Then the customer service representative who contacted me transferred me to the Fraud Dept, then they transferred me back to customer service and so on for almost 2hrs. Multiple representatives stated, on recorded lines, that they apologized i was misinformed and that their employee committed the error. So Macy 's has admitted on a recorded line that they made a mistake and i was misinformed. During the absurdly long phone call I had time to read the entire \" Department Stores National Bank Credit Card Disclosures '' from Macy 's website. I found on the last page that i fully qualified under the section \" Your Rights If You Are Dissatisfied With Your Credit Card Purchases '' to not have to pay the remaining amount due on the purchase. Below is the section I am referring too ; \" If you are dissatisfied with the goods or services that you have purchased with your credit card, and you have tried in good faith to correct the problem with the merchant, you may have the right not to pay the remaining amount due on the purchase. \nTo use this right, all of the following must be true : 1. The purchase must have been made in your home state or within 100 miles of your current mailing address, and the purchase price must have been more than {$50.00}. ( Note : Neither of these are necessary if your purchase was based on an advertisement we mailed to you, or if we own the company that sold you the goods or services. ) 2. You must have used your credit card for the purchase. Purchases made with cash advances from an ATM or with a check that accesses your credit card account do not qualify. \n3. So she transferred me to the 7th customer service rep, XXXX. XXXX stated that because the agreement was signed the balance is owed, when i brought up that section in the agreement ( since she just stated that was the one i signed ) XXXX told me that I may qualify but i need to submit this in writing and that it would take them 30-60 days, but during this time I would continue to be credit reported and even if they do reach a resolution that odds are it would not benefit the customer. She also told me i was already being credit reported. So with the mindset that Macy 's was negatively credit reporting me, I paid the {$63.00}. I then asked for XXXX supervisor because of how aggressive and mean she was. The supervisor then said i was not being credit reported yet, and that they would not credit report me if i did submit this in writing as expressed in the contract. First, I was told it was a prior Government CC, then it was n't, then they kept asking me for my CC number and I kept telling them I never had this CC and do not have a number. After speaking with 4 different supervisors and Mgrs including Fraud supervisors, I was finally told that this account was actually a corporate account and although it was issued with my SSN back in XX/XX/XXXX and was closed out in XX/XX/XXXX after company ( XXXX ) failed to make remaining balance on card paid down to 0 balance. Fraud explained account was too old to trace back, but yet no one was willing or able to explain how this balance shows on my SSN. It has never been reported on my credit report and they say it 's because its a corporate CC but wer not willing to write off or delete this past due or prior debt which was never mine in the 1st place. I was in the XXXX back then and have never had a CC with or for XXXX time I called, I was given a new XXXX number to speak to a supervisor or someone who could assist me, not to mention I had to start from scratch each time I made a new call or had a new supervisor on the phone. I have spoken to XXXX, XXXX, XXXX, XXXX, XXXX, XXXX, XXXX and another XXXX at these numbers : XXXX/ XXXX/ XXXX/ XXXX. My government coordinator has tried to assist me as well and same answer was given to her. This was never my account and not to mention its XXXX and was closed out in XX/XX/XXXX, It is keeping me from obtaining a Government CC because US bank is who the Government uses for all of our CC 's. Citi XXXX XXXX posted unauthorized fees on the account to unjustly enriched either XXXX or Citibank. \n\nThe fees charged to the account were never : 1. authorized by me. \n2. for any tangible or consumable product whatsoever, they were only for intangible membership fees, service fees or late fees provided either by XXXX XXXX Citibank XXXX \n\nOn XX/XX/XXXX, I received my first communication from Citibank concerning this account in the form of a statement which was now XXXX month PAST DUE with late fees and service charges. \n\nI was outraged at this fraud for the following reasons : 1. I never authorized this account. \n2. I never activated the any credit card for it. \n3. I never authorized any charges to this account since I did not know it existed as an open and active account. \n4. I have another account with Citibank which is in good standing and I do get my statements from them on that account. \n5. I have an exceptional credit score, this fraud against my name account will damage my credit. \n\nOn XX/XX/XXXX I called the Citibank customer service line. I complained about this and disputed the bogus charges and the late fees which would unjustly and enrich both Citi XXXX XXXX. The customer service agent taking the call agreed to refund the all charges and fees and offered to send me out a credit card for this account if I wanted to keep it open by activating it. I agreed to keep it open on the condition that they would show it current and refund the unauthorized charges. The card was sent out and received the first week in XXXX of XXXX. \n\nOn XX/XX/XXXX I went online to view this account and saw that nothing had been credited back to it. I then called customer service at Citibank again explain the situation a second time and disputed the charges a second time. Once again Citibank agreed to refund the fraudulent charges. In addition to that they got a XXXX representative on the recorded line and the XXXX represented it agreed to refund their charges. \n\nThe XXXX representative further directed me to go into the a XXXX store and pay a membership if I desired to be a member. I have been a member of XXXX since the year XXXX and I expressed outrage it how they could do this. The XXXX representative advised that I had an XXXX XXXX card and XXXX used to honor XXXX XXXX ... XXXX discontinued that relationship with XXXX XXXX and had allowed XXXX XXXX to \" sell me '' to Citibank. I did not know that becoming a XXXX member somehow made me an \" indentured servant '' with no constitutional or consumer rights where XXXX of their vendors could actually \" sell me '' to another as if I was some sort of slave. When I received the {$890.00} invoice from PayPal Credit, I was extremely alarmed and furious. I immediately called the customer service number, closed the account and paid the remaining balance using my bank account. THIS WAS NOT HOW I WANTED TO PAY FOR SUCH A HUGE EXPENSE. This forced me to shuffle money between several accounts in order to free up enough funds to cover that large expense. My intention was to charge that item to my normal credit card, not be forced to pay for it right away from my bank account. In addition, I lost out on the credit credit reward points that would have been generated from that large purchase. \n\nI am not a careless consumer and I am not ignorant when it comes to reading the \" fine print '' of an online purchase. The fact that I accidentally opened a PayPal Credit Card speaks to the disgusting and obvious predatory nature of this credit line. I am certain that there are people all over who charge items to PayPal Credit thinking it 's going on the credit card linked to their normal PayPal. These people most likely end up with massive late fees and penalties. What a disgrace. I 'm glad that I caught this early, but I am angry that I was hit with a hard inquiry and was forced to come up with {$890.00} on the spot to make this work. \n\nAs a result, I will never use PayPal again. If PayPal is my only option, I will kindly let the merchant know how PayPal treats their customers and take my business elsewhere. PayPal Credit should be closed immediately. He subsequently closed that Amazon account. \nAfter the second incident on XX/XX/XXXX I requested a fraud block on my credit account. As mentioned earlier, I contacted Amazon and asked them to research the source of the application however they said unless I had the password to the account they could not reveal any additional information. \nDuring my telephone call to Chase regarding the most recent incident I informed Chase that although they had previously assured me that the credit inquiries would be withdrawn, they were still appearing on my credit report. Now there are three inquiries on my credit report from Chase. They could not explain why the inquiries have not been removed. \nDuring my last inquiry with Amazon they asked me to keep my account open so they could run \" security checks ''. I subsequently received an email stating that no security problems were found. \nSince the credit card applications seemed to list my current mailing address I am assuming that it is not part of a credit or identity theft effort. I ca n't explain whey it originated but I am assuming that the reason it re-occurs is due to a system program that regenerates the application request when it notices that a credit card was not issued due to the original application.
