Also, the prepaid card is issued by Comdata. \n\nThe reason for my call is that when I received the prepaid card at XXXX at the beginning of my relationship the card was in a sealed envelope which contained a prepaid card attached to a schedule of fees ( XXXX side was the Welcome letter the other side was the list of all fees ). Per the schedule of fees there are only XXXX ways to access your funds free of charge after XXXX donations. Either by conducting a POS Transaction as a credit transaction that requires a signature or via Bank XXXX Withdrawal ( for banks participating in the XXXX Network ). I called to ask where I can make a Bank XXXX Withdrawal to withdraw my funds without being charged. The Operator explained that what I was seeing on the schedule of fees is not associated with my debit card but with their payroll card. I explained the fee schedule was confusing and deceptive because it appears there is a way to withdraw funds from the account without being charged but only after I called them am I being notified that was wrong. I told them about XXXX and that this fee schedule was deceptive as there is no way to withdraw funds after I make a XXXX  donation without being charged. The bank works with XXXX as an in-network ATM, the cost is XXXX if you withdraw your money and it is XXXX  if you withdraw at a POS system. The Operator acknowledged that it was deceptive but she provided no further assistance. I would reccomend that regulators listen to my conversation with the bank at the time listed above. They let me know the call was recorded. \n\nI want the bank to update their fee schedule so they do not receive consumers. When I told the bank about the issue they pushed the blame to the XXXX donation center. I told them they could not absolve themselves of responsibility just because they give a third party authority to issue prepaid cards and the cards are sealed in envelopes sent by the bank. The Supervisor at the bank was not concerned about it even though I recommended they communicate with whomever has authority to enhance their fee schedules. I fear they are taking advantage of XXXX people who donate their XXXX and might rely on the payment and are not aware the bank is making every effort to deceive the donors and take part of their income. They even agreed to waive the late fees. Now they have the audacity to send me a bill for {$200.00} and {$120.00} of late fees for a card, I cancelled. Late fee 's rent waived, and for money I never spent, because it is a prepaid credit card. I can not use it if I do not have any money on the card to use. \nI do not owe these people anything. They owe me the {$200.00} deposit they collected when I opened tis card. Please provide an email address, so I can send the recorded conversations of my conversation with the credit card company. The lists of Fees also includes pay bills and it says there is no fee for using the card to pay bills. \n\nThe fine print that also came with the prepaid card has a sub-section specifically for ACH transactions, and it says that Wisely can do ACH transactions for this account, no mention of an upgrade or anything like that. \n\nThere's also a section for failure to complete transaction, and Wisely says it can be liable if they fail to complete a transaction provided there is sufficient funds. Yet, there doesn't seem to be a clear indication of how to go about acting upon that? Apparently, arbitration is the only method listed, for a XXXX $ fee!? \n\nWisely sends out prepaid cards with online accounts that look and feel like bank accounts, complete with routing numbers and everything. But there are requirements they don't tell you about and when you contact their customer service, they give answers which seem to contradict what the paperwork says. The customer service rep I spoke with said that Wisely doesn't do ACH without an upgrade, but I didn't see anything about that in the ACH section.\n\nThere are other parts of the paperwork that mention a need for identify confirmation for other services but none of that mentions ACH transfers? And a plain reading of the paperwork very much gives the impression that the Wisely prepaid card can already do debit/ACH transactions online as-is. \n\nI asked the customer service rep why they do it this way, it's like they want people to fall into this trap. They didn't answer. \n\nWisely sends out prepaid cards with vague wording and vague features, hiding behind dense legalese fine-print. There is no balance on the cards and they are seldom used. I was told by the Capital One rep that the cards I have are not and never were prepaid cards. They said that the cards I have are XXXX cards and those are regular cards and that the prepaid cards are the XXXX card and XXXX  cards. I told them that the original cards were XXXX and XXXX but they disagreed. I explained that I was holding those original cards in my hand and was told that they have no record of any prepaid cards on file. Not sure what to do at this point. The cards don't have annual fees so it doesn't hurt to keep them open which is strange because the regular credits cards do have an annual fee. XXXX says I do not owe them. When I try to fix it with the credit reporting agencies, I get the run around by both XXXX and Experian. Nobody at XXXX will remove the inaccurate item.
